Arrived yesterday in pouring rain with a disabled customer. Both drive throughs appeared closed at noon Open signs were turned off. Went to main entrance where the handicapped spaces are. One especially convenient wide space designed for passenger side egress was occupied by a vehicle without a placard nor handicapped plate. I asked the only customer in the bank if it was his vehicle . He did not respond. This space is in direct view of the tellers stations. They did not respond either, but apologized about the drive throughs which were actually open. No one had flipped the switches.
