Love living here. It is clean and quiet, and lots of deer, birds and other critters around. Its country living for sure. My biggest complaint is the Bear Valley Springs Association which is now requiring that ALL residents carry an amenities card in order to use the Oaks Restaurant, the bar, tennis courts, pool or any other activities like the shooting range or equestrian center. The thing is, no one can explain WHY. But I believe I have that figured out. To get the card, you must prove ownership by showing a deed or home owners insurance policy and photo ID. If you had the amenities card and lost it, you have to pay to replace it: $5 the first time, $10 the second time. If you are a property owner and rent it to a tenant, there is a deposit required to receive cards for your renters. And the land owner must apply for the cards for the tenants by showing proof of land ownership. One would think that having a valid, state issued ID with your Bear Valley address would be sufficient proof that you belong here, but apparently not. I believe the reason the association is enforcing this rule is to make more money. Annual property assessments are done each year, which are separate from the annual property tax bill. The money paid through those assessments are supposed to help pay for repaving roads, keeping drainage clear, general improvements and maintenance and upkeep of the amenities. Its obvious that those assessments just are not adding enough to the associations piggy banks. So where does the money go? Certainly not where it is supposed to go. For example, at the end of our street, there is a large open lot with weeds as high as the roof of my car, making it dangerously impossible to see oncoming traffic without having to pull out past the stop sign. As residents, we are required to make sure our property is clear of combustable materials like weeds or receive a fine of $500. Isn’t the association or CSD responsible for THEIR property as well? Or, are they simply waiting for a tragic accident before they get a crew out there with weed whackers? Paying association fees is fine, as long as the money is used for what it is intended and not to line the pockets of the association board members. Requiring residents to pay for and provide a separate ID or be barred from using the amenities which are already paid for with the assessment fees is double dipping. Plain and simple.
